A free trade deal between Japan and ASEAN to be inked in November?

This would be big news, except that we’re not quite convinced: Asean-Japan FTA by year-end at The Brunei Times. Japan, ASEAN to free up trade at the Asahi. Japan, ASEAN, break trade deadlock from Monsters and Critics.
To quote excessively from The Brunei Times:
Asean and Japan will proceed to the exchange of offers during the annual summit of Asean leaders in November, but both parties will attend another scheduled meeting in Manila in August to finalise the deal, he said. He said that the signing of the pact will cover goods, services and investments that will give incentives for Japanese companies to invest in the region. He said although the discussions on the EPA has gone past the initial April deadline, significant progress has been made among the economic ministers during the meeting at The Empire Hotel and Country Club. Agencies reported that “sensitive” trade items like rice are likely to be dropped from the deal due to differences of views in tariff reductions for those items.
And from the Asahi:
Japan on Friday agreed to eliminate tariffs on 92 percent of goods imported from the Association of Southeast Asian Nations in terms of value.
ASEAN, which groups 10 Southeast Asian countries, plans to abolish tariffs on 90 percent of goods imported from Japan in terms of value.
The decisions, which came during a meeting of economic ministers from Japan and ASEAN in the Brunei capital on Friday, are part of the outline of an Economic Partnership Agreement.
The deadline to remove tariffs will be 10 years after the partnership, which centers on a free-trade agreement, goes into effect.

One has to wonder if this is being done just to avoid being left in the dark. Will there be enough coverage to truly call it an FTA?
